  5.     In a country with the world's most renowned phone system,
  6. plain old breakdowns aren't supposed to happen. But lately America
  7. has been coming unhooked. The most recent epidemic began on June
  8. 26, when 6.3 million customers in Washington, Maryland, Virginia
  9. and West Virginia lost service for up to eight hours. The same
  10. day, phone circuits went haywire in two Southern California area
  11. codes. Then, last week, 1 million Bell of Pennsylvania customers
  12. temporarily lost service, as did dialers in San Francisco. The
  13. scourge of breakdowns was eerily reminiscent of the January 1990
  14. collapse of AT&T's long-distance system.

  16.     Most of the outages were quickly corrected, but repairing
  17. confidence may take a while longer. After discounting sabotage
  18. or a computer virus, investigators focused on the common thread
  19. shared by the stricken areas -- they all use a computerized
  20. super-operator dubbed Signaling System 7, which automatically
  21. chooses the most efficient route for each call.

  23.     At week's end the maker of the SS7 network, DSC
  24. Communications, declared that flaws in its own software had
  25. triggered the plague of busy signals and dial tones. The
  26. Texas-based company said it would make alterations in the
  27. affected phone systems that should act "like a fuse on a power
  28. line" and prevent small glitches from escalating into major
  29. breakdowns.
